I do not know where the best is, but I think this city is a good one in Indonesia. Balikpapan is a major city beside Samarinda in East Kalimantan. Known as the Oil City for local communities, Balikpapan also becomes one of the cities with the predicate clean city in Indonesia.
Balikpapan itself has won an Adipura (awards in the field of environment for the city/regency in Indonesia by government) 17 times. Not only Adipura are achieved by this city. In 2014, Balikpapan achieves cleanest cities title in the ASEAN Environmentally Sustainable Cities (ESC) Award.
The concept of a clean environment itself has been invested by the former mayor of Balikpapan in 1981. The next mayor also continues this concept and gives attention to the landscaping of the city. So was the successor to focus on greening concept of green open spaces in offices and homes. Mayor of Balikpapan today itself focuses on Clean, Green, and Healthy.
In addition, Balikpapan also maintains green areas through various regulations. One of them is to maintain a ratio of 52% for green space and 48% for development. It is quite difficult to find in big cities in Indonesia, given the fact that population growth tends to always increase.
Though perhaps not the best, but Balikpapan is one of the city both in its environmental policies in Indonesia. Sources:
