So Nepal finally ratifies Paris Agreement on Climate Change following the decision of legislature Parliament of Nepal on 4th October 2016. This makes Nepal third country of South Asia to ratify the Paris Agremeetn closely following the suit of India and Maldives. Last Years, COP 21 can be called pretty much successful international Negotiation as it became the first universally and legally binding global climate deal as adopted by 195 Countries. It sets out global action plan for limiting global warming to well below 2 degree Celsius with ideal target of keeping temperature rise below 1.5 Degree Celsius. With China and USA, which accounts for 40 percent of Toal Global Emission followed by India and EU ratifying the case, now "Climate Change" can be said to garner larger political attentions( a major pre-warning gift by scientist to world) Once at least 55 Parties to the UNFCCC, accounting in total for at least an estimated 55 percent of total global greenhouse gas emissions, join the Paris Agreement (i.e., by depositing their instruments of ratification, acceptance, approval, or accession), the Agreement will ?enter into force,? meaning it comes into effect and will be legally binding for those countries that have joined. This means it now is legally binding for Nepal. This is a very proud moment and right decision made at the crucial time. This is very high time to work for humanity. This is just the beginning. There are many other agendas that were passed but seriously failed on implementation. If again same pathway is followed, we all know how we will curtail length of human civilization. Let's Hope Promises made become Promises Kept and we see economist, policy maker, scientist, business man, commoner and politician all working together for better planet. |
