NATIONAL MEETING OF YOUTH, ENVIRONMENT TERRITORY AND PEACE NATIONAL DECLARATION FOR THE ENVIRONMENT AND PEACE Under the Seventh National Youth Meeting of Environment, around 3500 young people we met in Bogota on 3, 4 and 5 June 2016, discussing and formulating proposals around the environment, territory and peace. Peace for us is not limited to the end of armed conflict we want peace with the environment, with the territory and the communities, recognizing the territorialities present in different regions of the country. As young people, we highlight the need for participation processes incident in which our voice, our feelings and our commitments in search of building a better country are binding and decision-making. We emphasize that the meeting was held within the framework of autonomy and a proactive sense. We are young autonomous because we built from diversity through critical elements that generate proposals not affiliated to a political party. As youth we join and commit to building a better country, recognizing and repairing the victims of armed conflict, which are not limited only to humans. Thus, we recognize that the environment and the various species have also been victimized and therefore we are committed to repair and tending to guarantee the rights of nature. Our discussion resulted in a proposal to articulate our demands and desires with a number of commitments in order to bring about changes on climate change, biodiversity and post-conflict. Many say that the young people we work for the future, but today we are building a better present. We recognize that the greatest potential of the country is its mega-diversity. Therefore, it is necessary to advance real and precise actions in all territories for the sake of protection. We consider essential the support of the government in the process of agricultural, livestock and industrial production in all regions of the country. 1. We demand the government's commitment to comprehensive technical training and financial support, ensuring that tenure and land sovereignty is exercised by the people who were stripped of the territory. 2. We request incentives for sustainable agriculture and livestock, which uses appropriate technologies and ancestral knowledge of indigenous communities hand and African descent. 3. We young people recognize the importance of biodiversity and genetic wealth of ancestral native seeds, therefore we demand recover and maintain them. 4. We demand the budget increase for enlargement, strengthening, recovery, restoration and rehabilitation of protected areas are not restricted to the core areas. 5. We propose to strengthen and replicate studies of biodiversity so as to have an estimate of species that inhabit our territories, through coordination with environmental research institutes and academia. 6. We seek to ensure coordination of environmental law enforcement, judicial and to exercise effective control illegal trade in flora and fauna. 7. We demand the government to restrict mining in protected areas and strategic ecosystems like moors, natural parks, wetlands and sanctuaries of fauna and flora, among others. 8. We propose a more rigorous environmental and territorial authorities in monitoring the processes of exploration and mining, and the development of compensation mechanisms and mitigation of environmental and social liabilities of the actors that cause. 9. We ask that the protection of moorland is guaranteed, forests, rivers, snow-capped mountains and watersheds inside and outside protected areas, to achieve real water governance. We young people understand that what is loved and defended only loves what he really knows, so we recognize the importance of extending environmental education to all regions of the country and all members of society. We propose: 1. The creation of a living classroom of formal and informal education focused from early childhood to the elderly, thus covering all members of society. 2. The creation of a cross-platform structure environmental education that allows clear, accessible and easily understood by all, that has effective methodologies media. We young people are committed to play the role of educators in our family, our community and through the organizations and institutions that are created for this purpose. We commit to oversight on the management of the autonomous regional corporations and to be agents of change in our communities, telling us about the issues relevant to them. For young people, the construction of Peace is a transverse axis of our lives with which we are committed. However, we are aware that the construction of Peace transcends talks between the insurgent groups and the national government under the post-conflict. Aiming to harmonize relations and inter intrasubjective of individuals, besides holding relations with their environment. For the construction of this peace, we demand: 1) Direct and binding involvement of young people in the construction process towards agreement and implementation. 2) Accompanying the state in the territories that insurgent groups are leaving and those who are appropriating the BACRIM. 3) Conservation and state protection of territories with environmental and cultural wealth that have been disputed by armed groups. 4) Recognition and respect for themselves historical processes of territories 5) Respect and compliance by the Government to the agreements reached with all sectors of the country. We propose: 1) Give an environmental perspective towards reintegration taking entrepreneurship as an alternative participatory ecotourism and ecological restoration. 2) Provide greater incentives for carrying out projects aimed at generating "green peace". 3) Encourage youth participation and democratic education through strengthening existing strategies in public policies. 4) Implement land use planning processes linking the victims to the dynamics of the different regions, reducing the segregation suffered by being relegated to urban and rural peripheries, thus recognizing the right to territory. We are committed to: 1) OK, aiding and include people who abandon the armed struggle in strategies to promote environmental protection. 2) Make a permanent exercise in historical memory and will not forget for the non-repetition and consolidation of Colombian collective identity. 3) Respect, appropriating and disseminate local knowledge we produce as historical beings inhabitants of a territory. Climate change is a reality we can not escape. Young people are aware of environmental affectation that this phenomenon has occurred over time. We therefore recognize the role we play as generational managers. To this end we capture proposals knowledge, adaptation and mitigation: 1. Creation of national solid waste system, that focuses on the control and surveillance over the entire chain of production, consumption and disposal, working with local authorities. 2. Adoption of practices and technologies that enable reduce, recycle and reuse through processes of citizen participation, education and entrepreneurship. 3. Use and implementation of practices of organic and sustainable agriculture. 4. Sustainable Transport multimodal with extended cycle paths nationwide and mechanisms for the proper use of these means of transport. 5. Implementation of projects of alternative energy generation, unconventional and sustainable. 6. Use of raw materials within the framework of fair trade to turn encourage domestic production, potentiate to small producers and promote collaborative generation of employment. 7. Respect real vocation soil. It is imperative that the authorities ensure that the actions that cause environmental damage is prevented, corrected and cleared from the systemic and complex approach that requires the territory. conclusions To conclude, we demand a commitment from the national government to promote the incident youth participation in the process of decision recognizing the autonomy of the territory. We propose peace with the territory, the environment and communities develop strategies that promote sustainability of the territory. And we are committed to appropriating our territory and to participate in decision-making, being overseers and generating actions that recognize the ethnic, cultural and environmental diversity. Youth Environment reaffirm our commitment to the country by the environment. We will follow up each proposal and demands to the authorities. We will defend our environment, to oppose projects that aim deteriorate. We consider necessary to support youth networks environment by local authorities. We extend the invitation to the public as a whole to live our slogan. That is, we invite you to risk our necks all for the environment.
