We should draw policies for garbage disposal which will make it a lucrative business. Very simple examples are - Newspaper is generated by millions of tons but it does not give rise to major garbage disposal problem because of the recirculation, even without legislation. Once upon a time in the sugar factories the fluff of the sugarcane used to be a major fire threat. Since the sugar plants were allowed to burn the sugarcane pulp for generation of electricity, factories hired people to collect every bit of it and cleaner factories reduced fire risks. Today we are inundated with plastic. However, if tomorrow plastic would fuel electricity generation or making roads then I promise to you that getting a piece of plastic in garbage will become impossible. Seggregation of garbage is a challenge in our country. However, if the contractors are permitted to create organic fertilizer pits and sell the fertilizer then they will start purchasing wet garbage. Cities will create waste and sell fertilizers to the villages. Same applies to human excreta which presently is not recycled but flushed down the rivers.
