[March Thematic Report] National Conservation Plans (NCP): Actions by Peruvian environmental authorities to preserve endangered species

SERFOR (Servicio Nacional Forestal y de Fauna Silvestre), the National Forestry and Wildlife Authority whose main function is to promote the sustainable management of Peru's wild flora and fauna, formulated, through the "Protection of Flora and Wildlife Species" program, two National Conservation Plans (NCPs): primates and orchids, and supported the dissemination and training of two other NCPs: the Andean bear and the Andean tapir. 


"The National Conservation Plans are management instruments of national scope that include the diagnosis of the species that are the object of the plan at the biological, socioeconomic, and environmental levels." (SERFOR, 2021)


The objectives of the NCPs are to conserve and recover populations and habitats of threatened species, increase knowledge about species management, strengthen measures to control and prevent illegal extraction, and motivate participatory governance and management for species conservation. 


The NCPs detail the main threats facing the species, the status of their population and habitat, the objectives of the plan, the lines of action, the budget, the strategies for implementing the plan, and the actions for monitoring the plan.  


These management tools are of utmost importance, as they are action-oriented. In addition, they allow for the collaboration and participation of different institutions, including universities, institutes, NGOs, civil society organizations, etc., that are committed to the goals of the NCPs.

This plan is part of the primate NCP and is very useful for regional and local authorities. To implement the specific actions of this Regional Action Plan (RAP), a public-private partnership was formed between the Regional Government of Amazonas and the NGO Yunkawasi. Profonananpe provided financial support, and MINAM (the Ministry of the Environment) and SERFOR contributed to the technical aspects of the plan. 


The Regional Action Plan for the Conservation of the Yellow-tailed Woolly Monkey and Andean Night Monkey in Amazonas demonstrates the great importance of the collaboration of different institutions to achieve the conservation and recovery of species. 


National Conservation Plans are very powerful tools that can help us not only to conserve and recover the populations and habitats of several threatened species but also to prevent other species from becoming endangered. The NCPs also demonstrate that we need everyone's collaboration to achieve these objectives. I think it is important to emphasize once again that we cannot achieve anything meaningful without the cooperation of institutions, authorities, and the public.
