Can we keep it clean?

There is not a single time when I go out and don't find heaps of garbage on the road. Wastes from every house is collected by the garbage man and thrown somewhere on the road. As the days pass by, the smell becomes unbearable but there is no other solution than to wait for the Municipality truck to come and pick all the garbage. 
This is a very common and serious problem in India, especially in Bihar. This issue has been introduced several times to bring it in government's notice but it seems that it is going to take some time for the government to take steps. 
A city can never be clean if it has garbage covering half of it's roads. 
People have a bad habit of throwing wrappers and other things on the road, not caring about cleanliness. In many countries it is strictly prohibited and citizens are even fined for doing so. Not in India. 
When the garbage is taken to big fields for dumping them there, they are carried in open trucks and tractors. Often the waste materials fall off the vehicles on the road.
In rainy season, the condition becomes even more pathetic and breathing is hard in and around the garbage heaps. 
It is a more serious and bigger issue than it seems.
