With the law 1715 of 2014 , promotes the use of non-conventional energy sources , this law was created, the Fund Non-Conventional Energy and Energy Efficiency Management , whose purpose will be to fund energy efficiency. This Act is sought to link the private sector , public bodies and local authorities, as told by the Minister of Mines and Energy of Colombia : " Less pollution and higher efficiency is the aim of this initiative," also added " by this renewable Energy Act as a public utility and social interest of national interest , given the substantial character that has the use of these unconventional sources in environmental protection and efficient use of energy " are declared as this with the Act was implemented, is to generate public awareness of renewable energies.  It is noteworthy that the National Government will implement a program that will progressively replacing the diesel, to reduce costs in the service and especially the emission of polluting gases. It is of note that this law gives the legal framework and tools for the development and promotion of non-conventional energy sources and encourage investment , research and development of clean technologies for the production of clean energy , in after establishing incentives for the use thereof . This law seeks to generate action plans to promote energy efficiency , agricultural biomass , forestry , wind energy and solar energy.  Added to this law , in the development of the Program for the Rational and Efficient Use of Energy ( PROURE ) , acronym in Spanish , and other forms of non-conventional energy , an inter-ministerial work began Ministry of Mines and Energy, Ministry of Environment and Sustainable Development, Ministry of Finance and Public Credit , the result of the work will be more legal, technical , economic, financial , planning, and information. It is a breakthrough for Colombia , because as a law is a duty to comply with the implementation of non-conventional energy which creates responsibility in all areas , and will be a welcome change as it gradually stopped using the water to produce energy, and natural as the Solar and Wind were used, which are non-polluting , and can mitigate climate change in the country .  This law can generate campaigns , awareness and raise awareness to the entire population , is not only a breakthrough in Colombia , as these non-conventional energy are already being implemented in several European countries , and even in Latin America.
