Second Constitutional Assembly in Nepal

Political environment of Nepal is rapidly changing. The first meeting of the first historical constitutional Assembly (CA) declared Nepal as a republican country uprooting 240 years long monarchy. Because of consistent disagreement among leading political parties, the first historical CA was dissolved in May, 2012 and Nepal has recently gone through second CA poll on 19th of this November so as to draft a widely accepted constitution.

                                                                                           


 UCPN (Maoist) was the largest party in the CA poll held in 2008 which became unable to deliver people demanded constitution. UCPN (Maoist) is the party which had gone through 10 years long civil war and was the sole reason for the death of more than ten thousands of innocent Nepalese brothers and sisters. The disagreement were mainly for issues as federalism as UCPN (Maoist) and terai centered parties were demanding federal states based on ethnic identity which was already failed in the world while other major remaining parties including Nepali congress and UML (CPN) were against that idea. Similarly, state restructuring and form of government were the most disagreed issues of the first CA.

 



Finally, UCPN (Maoist) government on the premiership of Dr. Baburam Bhattarai declared the dissolution of the first CA on May of 2012 and the political and constitutional crisis increased in the country. Although the total result of second constitutional assembly is still completely not delivered, the UCPN (Maoist) is on the third position while Nepali congress and UML (CPN) are racing for first and second position. UCPN (Maoist) is seen to be left very far from the two parties based on people?s voting. This means, Nepalese people are against federal states based on ethnic identity and hard liner communist ideology. At this moment, we Nepalese can just make a hope for the timely delivery of full fledge constitution through second CA ending national constitutional and political crisis.
