In the United States, the concept was proposed by the Electric Power Research Institute in 2001. After that, the US Department of Energy published a Grid 2030 report in 2003. Subsequent items to be implemented were revised by NETL in 2005. The European Union set up ETP SmartGrids in 2005, and then published three proposals for the future European grid concept and strategy, the European future grid strategic research agenda, and the European future grid strategic deployment document, so that the whole of Europe can set up the future national grid development direction.

 

Finally, in 2009, the Ministry of Knowledge Economy announced the smart grid plan in Korea, aiming to account for 20% of the global market. The schedule is divided into three phases, the first phase takes three years for technical certification, the second phase takes seven years for large regional system construction, and the third phase takes ten years for national smart grid construction.
