How Belarus regulate waste management?

The legislation of the Republic of Belarus in the waste management contains a sufficiently developed system of legal acts. For example, the Law of the Republic of Belarus ¡°On Waste Management¡± divide the concepts of municipal waste and consumer waste. According o art. 15 legal act represents the classification of waste depending on the degree of hazard (grade 4), state of aggregation, origin and possibility of use.


For the purpose of rational use of resources, Article 13 of the Law on Economic Incentives for Legal Entities and Individual Entrepreneurs Who Operate in the Field of Waste Management  provide for the organisations engaged in the construction or reconstruction of storage facilities, disposal, waste disposal, improvement of technological processes, empowerment (prevention) of production waste, organization of activities for the collection, disposal or use of waste has the right to count on tax and other benefits.

In 2012 first time in Belarus the principle of extended producer responsibility was introduced/ Accordance to it  some goods were provided and imported, which should ensure the neutralization and (or) use of waste generated after the loss of consumer properties. The list of goods subject to the principle of extended producer responsibility was approved by Decree of the Council of Ministers of the Republic of Belarus of December 21, 2007 No. 1789.The list includes such items as tires and tires, complex household appliances, mercury-containing goods others.

In addition, Decree No. 567 of the Council of Ministers of the Republic of Belarus of July 28, 2017 approved the ¡°National Strategy for the Management of Solid Municipal Waste and Secondary Material Resources in the Republic of Belarus for the Period until 2035¡±.  The document has several objectives:

  • minimizing the harmful effects on the environment and human health, the environment and the rational use of natural resources;
  • researching international experience in waste management
  • implementing the national strategy is to respect the hierarchy of technologies, the observance of the hierarchy of technologies.
