

We live in the XXI century, conduct complex operations on the heart and brain, plan to establish a colony on Mars, but still have not solved the basic problem of separate collection and disposal of garbage. At least in Russia this problem is very acute. In Russia, there is still no centralized system of separate waste collection. At the moment, our country is processing only a small proportion of the total waste generated – it is about 10 percent. Technological capabilities of processing enterprises allow to increase this share, but first you need to solve the problem with severe contamination of food waste. Experts say that in Russia it is too early to install separate containers for paper, plastic and glass waste everywhere. You need to start with the separation of waste into two parts – food waste and everything else. My initiative concerns a ban on the use of so-called garbage chutes in apartment buildings. If the waste is discharged through a single "pipe", it is not possible to talk about their separate collection. Therefore, the ban on the use of garbage chutes is an important step towards the implementation of the reform of separate garbage collection in Russia. Recycling is now becoming a priority area of state policy in Russia. In December 2017, Russian President Vladimir Putin signed a law that establishes rules for waste management and fixes separate waste collection in Russia. The document was published on Sunday on the official Internet portal of legal information. The law establishes that the regional authorities will have to coordinate with citizens the location of sorting stations, incinerators and landfills. In this case, each entity will determine how much waste should be collected separately. The head of state also supported the approach that the territorial schemes of waste management - that is, the location of landfills, incinerators and sorting stations - should be created only with the direct participation of citizens. Another my proposal is to toughen sanctions for violation of this law. Unfortunately, the legislation applies to violators negligible fines that do not encourage citizens and organizations to behave more responsibly. In this regard, I would like to adopt Singapore's policy regarding the maintenance of cleanliness. As far as I know, the fines are very high, and that is why Singapore has become one of the cleanest city-States on the planet.
