Ukraine became a member of the Convention on Wetlands (Ramsar Convention) in 1975 when it was part of the USSR. Ukraine renewed its membership in the ¬³onvention in 1996. Ukraine currently has 39 sites designated as Wetlands of International Importance (Ramsar Sites), with a surface area of 786,321 hectares. Also, Ukraine expects to include some wetlands in the Ramsar list. Relevant materials were sent to the Ramsar Convention Secretariat to include these wetlands in the List. One of them is a Valley of Narcissi. Valley of Narcissi is a unique botanical object, formed by floodplain and groups of woody species, which protects the largest in Central Europe hotbed of Narcissus angustifolius. Also, in the Valley of Narcissus, many valuable species of fauna and flora have been identified in the Red Data Book of Ukraine, some of which are protected under the Convention on the Conservation of European Wildlife and Natural Habitats (Bern Convention). Due to a beautiful view, the Valley is a famous recreational centre where many tourists come. The number of tourists increases in the spring, during the period of the blossoming of narcissus. Tourism is a significant encumbrance for the wetland. In addition to the recreational load, there is a risk of deterioration of the hydrological condition of the territory due to the growth of osier bed and the reduction of groundwater levels due to the drainage of the adjacent territory. Today, among scientists, there is a discussion about preserving the Valley of Narcissus. One group advocates for active restoration of the hydrological regime of the territory, including the struggle with osier bed. Another group adheres to the "concept of absolute reserve" of the territory since the wetland is part of the Carpathian Biosphere Reserve ( the concept was developed in the 20th century by Grigory Kozhevnikov), which does not involve any interference from the human.
