Penny for your thought. Follow up Jeju naval base

Police commissioner, Hyun-Oh Cho sacked the Police chief of Seo-Gui-Po district, Jeju island, questioning his judgment over dealing with local protesters.

Questions always rise over the development issues. Which is the greater good? In Jeju naval base case, national security or protecting well-reserved environment?  Penny for your thought?

    It is tricky, but didn't Noh President state before he died that there were two things he regretted doing during his presidency: sending south korean soldiers to Iraq and approving the naval base deal in Jeju. (source: Gloria Steinem article on NY times) That makes me think that maybe during his presidency he was pressured by....other forces--maybe foreign ones--to approve as a move of diplomacy.
    Therefore, preserving Jeju's natural environment would be having Jeju and it's citizen's best interests at heart.
