September 19, Constitution Day in Nepal is celebrated to commemorate the 1990's constitution and with the date of celebrations correspondingly moved after then. This day is an opportunity for every citizens to broaden their knowledge of the constitution that have both shaped our history and our lives. The constitution spells out the ideals the citizens believe that their country should adopt. The renowned personality, Abraham Lincoln has thus said " Don't interfere with anything in the constitution. That must be maintained, for it is the only safeguard of our liberties ." Despite the protest launched against the Constitution of Nepal 2015 and against the marking of the first Constitution Day, Constitution of Nepal 2015 is the most progressive constitution in terms of fundamental rights, inclusiveness, recognition of identity and decentralization of resources. Constitution of Nepal (2015) has also included the state duty to incorporate environmental matters into its policy process in state policy of article 51 (g) Policies relating to protection, promotion and use of natural resources, directive principle gave some responsibilities duties upon state which give implied of moral right to citizen to have a clean and healthy environment. This constitution has clearly provided a fundamental right as a Right to clean environment in article 30 provisioned that (artice3 0 (1)) ?every citizen shall have the right to live in a clean and healthy environment?. But there is no provision of fundamental duty by all people emphasizing environmental protection. Article 279(2) provide that any agreement with the foreign countries in the area of natural resources and the distribution and utilization has to be ratified or approved by a two third majority of member present in joint session of parliament. Hello Kushal!
The law is important in the way as it sets the guidelines of what the nation should pursue. By including and emphasizing the human rights to live in a clean, safe environment by the constitution is very important because upcoming projects will be finding justification from the constitution.

In your opinion should this duty include in the Constitution? Or it's enough to regulate it in another way?

Hey there Kushal!
It is a good endevour to set a day where citizens are given the opportunity to broaden their horizons regarding their constitution. Because this way, they may understand how policies and legislations are brought about through the constitution.
Happy Constitution Day Kushal, and may the constitution always set a president of what ideals that citizens would choose to adopt.
