We live in the XXI century, conduct complex operations on the heart and brain, plan to establish a colony on Mars, but still have not solved the basic problem of separate collection and disposal of garbage. At least in Russia this problem is very acute.
In Russia, there is still no centralized system of separate waste collection. At the moment, our country is processing only a small proportion of the total waste generated – it is about 10 percent. Technological capabilities of processing enterprises allow to increase this share, but first you need to solve the problem with severe contamination of food waste. Experts say that in Russia it is too early to install separate containers for paper, plastic and glass waste everywhere. You need to start with the separation of waste into two parts – food waste and everything else.
My initiative concerns a ban on the use of so-called garbage chutes in apartment buildings. If the waste is discharged through a single "pipe", it is not possible to talk about their separate collection.
Therefore, the ban on the use of garbage chutes is an important step towards the implementation of the reform of separate garbage collection in Russia.
Recycling is now becoming a priority area of state policy in Russia.
In December 2017, Russian President Vladimir Putin signed a law that establishes rules for waste management and fixes separate waste collection in Russia. The document was published on Sunday on the official Internet portal of legal information.
The law establishes that the regional authorities will have to coordinate with citizens the location of sorting stations, incinerators and landfills. In this case, each entity will determine how much waste should be collected separately.
The head of state also supported the approach that the territorial schemes of waste management - that is, the location of landfills, incinerators and sorting stations - should be created only with the direct participation of citizens.
Another my proposal is to toughen sanctions for violation of this law. Unfortunately, the legislation applies to violators negligible fines that do not encourage citizens and organizations to behave more responsibly. In this regard, I would like to adopt Singapore's policy regarding the maintenance of cleanliness.
As far as I know, the fines are very high, and that is why Singapore has become one of the cleanest city-States on the planet.

Hello Nikolay, it seems like you have paid a lot of attention to waste management system much so far.
Thinking in a different way (though I do not know the system in detail), separate waste management system 'might be' able to differentiate and develop its original system into better ones, diminishing the risk of the integrated system level and its disadvantage.
For example, if you have 1 billion ??????????́ and you have to use it all in 4 different waste management sectors. You can simply divide it into 4, giving out 25 million ??????????́ for each sector but I think the best way might be the investigation to compare the total progress and efficiency of individual sectors, and then dispersing it to individual sectors following that efficiency. If no.3 sector can only make 20% of efficiency and while others do make 100%, then I can calculate how much supporting money can be given out to no.3 sector.
It's just my opinion, but I think it might be 'one of the methods' to figure this out.

Waste management is a great issue worldwide as the waste disposal problemis worsening in many parts of the world. Seperate waste collection is really important as that is the starting point of recycling. The seprate collection is one part the consummer's obligation but we should also consider companies' role in this. Companies should aim to amke products that are more easily seprated physically and both chemically so that componenets could be ised again in the industry!

Issue of waste management is one of relevance everywhere, even in South Africa. But I noticed how the struggle was real regarding this issue specifically in you nation. I applaud the recent policy that was passed down by President Vladimir. And the subsequent idea that the waste management issue should involve the citizens of the country is but a glorious idea. For they are the ones who will be using these services, no? And so they need to be directly involved!
