Nepal's Environmental Regulations and Infrastructures (Thematic Report)

by Sagar Koirala | 19-12-2020 22:10 recommendations 0

This month topic is completely new topic for me. I have never written anything on such topic but I am happy and indebted to Tunza for providing this wonderful opportunity to write on it. There are several environment related laws and policies in Nepal. Environment Protection Rules (EPR) 2020, EPA (Environment Protection Act) 2019, EPA 1996, EPR (Environment Protection Rules) 1997 and many more.

With a strong back up from the 5-year national plans of Nepal (mainly the 8th and the 9th   5 year plans), the cases of prevention and control of pollution have been strongly reflected in the Environment Protection Act and Environment Protection Regulations of the country. The Environmental Protection Act and the Environment Protection Regulation of the country came into its effect from 1997.The Act in its clause 7 describes, Prevention and Control of Pollution as,

1. Nobody shall create pollution in such a manner as to cause significant adverse impacts on the environment or likely to be hazardous to public life and people's health, or dispose or cause to be disposed sound, heat radioactive rays and wastes from any mechanical devices, industrial enterprises, or other places contrary to the prescribed standards.

2. If it appears that anyone has carried out any act contrary to sub-section (1) and caused significant adverse impacts on the environment, the concerned agency may prescribe necessary terms in regard there to or may prohibit the carrying out of such an act.

3. If it appears that the use of any types of substance, fuel tools or device has caused oris likely to cause significant adverse impacts on the environment, the Ministry may, by a notification in the Nepal Gazette, forbid the use of such substance, fuel, tools or device.

4. Other provision relating to the prevention and control of pollution shall be as prescribed. This Act of pollution control has been complemented by article 15 of the Environment.

There are numerous Environment related infrastructures that provides cities and towns with water supply, waste disposal and pollution control services. It includes extensive network of aqueducts, reservoirs, water distribution pipes, sewer pipes, treatment system such as Sedimentation tanks, aeration tanks. Sewer Treatment Centre, Green Corridors, Parks and Gardens, Green Bridge, Rain Garden, Urban Swales, Rain Garden, Green Walls, Drains and many other infrastructures prevent our environment from adverse effect of calamities, hazards, pollution and many unforeseen conditions.

    Hello Sagar!
    It's your SJ mentor.

    I hope you doing well.
Thank you for sharing your thematic report concerning Nepal's Environmental regulations and Infrastructures.
I'm glad to hear that you had an opportunity to study new topics.
I learned from your report that Nepal is also pursuing environmental regulation policy.
It would be better to take a look at how these laws are being applied in real life.
Regulations are not the only thing that is good, but environmental regulations certainly seem to help the environment.
Hope things are fine with you.

    Best regards,
    SJ mentor.

    this is your mentor WooJoo.

    Warm greetings from South Korea.
Thank you for sharing Nepal's environmental regulations with us.
I am happy to hear that the topic has provided you a new chance to know more about environmental regulations.
I heard that Nepal is one of the countries with the lowest GHG emission,
and it is amazing that it is trying so hard to protect the environment.
I hope that the people realize the importance of the problems that we are facing, and act together for a clean world.

    Keep writing

    Regards,
    WooJoo
