Last week I was attending the launching of the presidential decree number 61 year 2011 about National Action Plan to Reduce Greenhouse Gas Emission, known as RAN-GRK on behalf on my Center for Economics and Development Studies (CEDS)'s director, Dr. Arief Anshory Yusuf.
The launching was hosted by National Development Agencies (BAPPENAS) and during the event I met with the Ministry, H.E. Armida Alisjahbana and she was one of my economics lecturer in Padjadjaran University before her role as the ministry.
In 2009, President Yudhoyono pledged to cut Indonesia's greenhouse gas emission by 26 percent from business as usual levels by 2020, and by 41 percent with international assistance. Since then, Norway has committed US$1 billion to help Indonesia meet that target, and in May this year the government issued a two-year moratorium on new forestry concessions.
RAN-GRK will be used as a reference document for Indonesia in planning and conducting direct and indirect activities to reduce GHG emissions in accordance to national circumstances such as development targets. The rate of GHG emission reduction will be based on annual basis. Activities listed in the RAN-GRK are grouped into sectors, i.e.: Agriculture, Forestry and Peat Land, Energy and Transportation, Industry, Waste Management, and other supporting activities.

The action plan is also provide guidance to local government. Governors should develop regional action plan to reduce GHG emissions (refer as RAD-GRK) in their provinces accordingly, while taking into consideration their regional development priorities. Preparation of of RAD-GRK should be resolved and determined by the Governor Regulation no longer than 12 months after the issued date of the Decree where the Bappenas will work for the next 3 months to make a guidelines for the RAD-GRK.

In the talkshow session, I had a chance to ask the panellist and I asked them about in which area "Youth" can take part for this RAN-GRK and the panellist that are the General Secretary from Ministry of Environment, General Secretary from Ministry of Forestry, Vice Ministry of Bappenas, Chairman of National Climate Change Council (DNPI) said:
"Youth can take a part to help us to make a guidelines for the RAD-GRK and also take a part as a facilitator during RAD-GRK implementation."
