Rivers as water resources was create a main chapter in human civilization histories. Rivers was mentioned in many literatures that writed by historian as the Start of Civilization. For example Nile, Eufrat, Tigris, Indus, Yangtze were built the remarkable earliest empires. Rivers leading role in civilization was visible in the location of early city states. Also in industrialised era, Missouri, Mississippi and others rivers that have upper course in High Plains were helping Unites State be independent country in food supply with their successful agricultural systems and technologies.

What we think about rivers is not only waterways that caused by natural phenomenon. It presents has helped human living. Moreover, our life is dependent with rivers as one of water resources. It waters has give us fish, water supply for our agriculture and animal husbandry. Moreover, our health is dependent rivers as one of freshwater resources.

Today and every day, two million tons of sewage and industrial and agricultural waste are discharged into the world?s water[1]. Freshwater scarcity and ecosystem depletion be challenges that human face now and rapidly emerging as one of the defining fulcrums of world politics and human civilization. Human population increases in this planet emerged a new era with acute disparities in water wealth as one of the characters. Also, It was eclipsed a century of unprecented freshwater abundance.

20-22 June 2012, Sustainable Development Goals (SDGs) launched at Rio+20. It is an effort to solve environmental problems that human face it, include freshwater scarcity. The principles of sustainable development promote the mutual dependency of economic, social and environmental outcomes grounded in local experience and needs and adaptable to diverse contexts and capacities. Here, points that we should look up and down from the principles of sustainable developments are mutual dependency of economic, social, environmental outcomes and local capacity.

Community has meaning the people living in one particular area or people who are considered as a unit because of their common interest, social group or nationality. Local is adjective word that has meaning responsible for a small area. Under those heading, local community is people who live in one particular area and are considered as a unit because of their common interest or social group. In this case, what we called local community is people who live in around the rivers and are considered as a unit because of their social group.
