Spraying disinfectant on people receiving relief

This news touched my heart, so wanted to share this here! 

Locked down since March 24, Nepal has not faced single mortality case due to pandemic, however the positive cases of virus are increasing day by day. It's been a great debate about the abrupt increment in covid cases; the reason being believed to be the lower number of tests carried out and failure of our prevailing government to implement the lockdown efficiently. 
Amidst this, various local governments and central government itself has carried out many disinfectation programs on some cities as well as villages too. Meanwhile, in a municipality of Kathmandu i.e. Ombahal, municipal workers sprayed disinfectant on people including children at a relief distribution center, before the people receive relief. 
While WHO has already warned that spraying or introducing bleach or another disinfectant into human body won't protect us against the  corona virus rather it can be dangerous, such activities are still going throughout our country which needs to be stopped as soon as possible. 
When the people spraying the disinfectant are on PPE and ones receiving the relief are wearing mask and following preventive measures as much as possible, what's the point on spraying that could harm more than disinfecting them!!
