There should be the stable government for any action plan policy implementation. There should be the political stability in the country. To initiate any action and to make it profitable successful fruitful important needs are local stakeholder should be engaged in that activity, stable government and political stability, follow up the activity. Nice activity should be rewarded and bad activities should be punished by the government and responsible bodies. In many developing and least developing country there are different NGOs, INGO and cooperative organization working in the field of the environment, health, agriculture, forestry and education but they are only located in the city area and are not accessible to the village area. Donor agency donates in one field but the government of the receiver country uses the fund for another field these are major problem in the developing country. So donor agency should have also regular checking and ask them to show strong achievement from the donate fund. In developing and least developing country most of people lived in the village and at remote area but the different program for the local people are organized at the central level i.e. at the urban area and remote area is not access to those opportunities.

Thus, any planning and implementation should be taken from the grassroots level not from the central level. There should be the bottom up development approach not the up to bottom approach development. So I want to suggest all the concern agency, government and working bodies to implement and plant any activity with bottom up approach. Development plan should be made for the lagged people, poor people, disadvantaged people and those who are accessible the service provided at present condition. Youth leader are engaged in the improvement activity and there should be enough youth action fund from the respective government and different donor agencies. Youth leaders should be encouraged and youth activity should be promoted through nice planning and implementation. For the sustainable and equitable development youth mobilization should be effective and they have to place in productive work. Sustainable development program should build in every sector such as in agriculture, environment, education, health, industrial and forestry etc. Sustainable and accessible program should be developed and be active all nature and earth lover to implement such sustainable development program.
