clean energy in africa?

Decentralize energy production can work deeply on the link poverty energy. It also helps to realize that renewable energy, sometimes described as expensive and reserved for the rich, are particularly well suited to the poor and most vulnerable.
Sub-Saharan Africa is one of the regions of the earth, but still far sunnier one that takes advantage of this natural resource clean.
Decentralized clean energy were seen as a solution to the solutions against poverty, but its effective use by the poor (in developing countries) is still far from being a reality. The fact is that the national authorities have difficulties to implement an effective policy in this area. Energy costs represent 25% income poorest countries. Find the decentralized clean energy supply should be a priority for African governments.
Anyway, there is always good students who are anyway the challenge. The Senegal since 2009 launched its "low consumption lamps 3.5 million for Senegal" This will reduce energy consumption and many greenhouse gases including CO2.
According to the report of the expert  from Intergovernmental Panel on Climate Change (IPCC) on the possible development of renewable energy by 2050, green energy could provide more than 78% of energy demand against 13% in 2008. This transition will save the equivalent of 560 gigatonnes of CO2
 
and to maintain emissions below the threshold leading to an increase in temperature greater than 2 ?c. The production of renewable energy decentralize begat at least 0.91 employment perGWh per  year as against 0.11 for non-renewable energy.
What prevents the African people to go to these clean energy? is the question around which the ambassador Mensa TSEDZE ,Richad YERIMA and focal points (from Senegal, Mali Burkina Faso, Togo, Niger and Benin) are working on this issues , hope they will come soon with answers for advocacy!
